Worth getting a fairly decent one.

If you get a seriously cheap one it'll go out of tune all the time, and could have any number of other faults (things like a really heavy action meaning it's difficult to learn on, or frets not really placed right, the list is endless.)

Best thing to do is going into a small independant guitar shop (if you're in Norwich, my favourite is Klef on Magdelen Road (poss Street, I can never remember - just up the road from Magdelene Indoor Market anyway (if that's still there)) and tel them exactly what you want, an electric guitar for your lad to learn on - nothing extravagent, but good to learn on. If you go to a small independant place the chances are (and this is certainly true for Klef) that the people that work there really know their stuff, and know that if they sort out out with a good guitar, chances are in a few years when he wants a better instrument you'll go back for a pricier model.

Id personally advise getting a Squire Stratocaster or Telecaster. They're fairly inexpensive, decent instruments.
