Pointless pub based argument can you help???

The middle lane hogger on the motorway argument ...
I don't get it ...
Someone I know was ranting about an empty motorway with someone sitting in the middle lane. He kept on citing the Highway Code at me and then saying that this type of behaviour can slow traffic.
So please in a none drunk way help me with this one because I wound this person up by saying that I didn't agree.
Surely only sitting in the outside lane would actually slow traffic ?
