I'm not sure he is quite as negative as he's portrayed

I think it's at least partly down to circumstances. He inherited a team that scored plenty of goals but let loads in (only two clean sheets last season). So he figured his priority was to sort out the defence and hope the players who scored a decent number of goals last season would do the business again this year (hence most of his signings were defensive ones). However most of the attacking players have turned out not to be in the same form as last year (notably Holt, Morison & Surman) so he's found himself with a squad where the defensive players are much better than the attacking ones. It's hard to play attacking football with a fairly low standard of attacking players.
Attacking players also cost a lot more than equivalent quality defensive ones so our budget has largely dictated the approach. Hopefully the signing of Wolfie indicates already that, with an increased budget and the defence already hugely improved the emphasis in the summer will be on upgrading the attacking side of things.
