main purpose is to stop spiralling debts and rich owners subsidising clubs
providing you have the legitimate income (inc tv revenue) to cover it, my understanding is that you can spend what you like on wages etc.
So clubs will. Especially in the Premier League as staying on board the gravy train will become life or death for a club - the ability to balance the books will be so totally dependent on the tv revenue as other sources just won't make up the shortfall.
I suspect a number of clubs will go pop when they get relegated.
There needs to be a wage cap, it's the only way to properly curb spending.
