it comes in with a noble purpose, but doesnt have the teeth to really make a difference.
I think wages etc would now be linked to club income.
However there is plenty ways around like mancity being stadium sponsered by etihad for a stupid sum so that it balances the book.
presumably all club owners could do something similar re their loans etc.
