Maybe Worthy just didn't have time to replace Francis?
I seem to remember he got sold close to the deadline. So maybe Worthy either:
1) Was convinced Charlton could do a job and went with that.
2) Tried desperately to bring someone in who was better than Charlton as a midfielder but failed as no one was interested in moving.
We don't know what went on behind the scenes. Obviously Worthy tried to buy Morrison as he knew McKenzie would go missing for a couple of months. Everyone was mystified why he would bid for a striker when it appeared we needed a midfielder - but I think that move has become clear now - maybe we did need a striker more desperately than a midfielder. Also, maybe Worthy made promises to Hughes and Jarratt that they would be first teamers when they came here just to get them to sign, so he thought he couldn't justify bringing in another midfielder. Sometimes such promises are needed to tempt a player to sign.
