all sounds goodly, but what about uefa's football fairplay finances?

is this part of the plan to get around the legislation? i was reading that chelsea and man city are bollocksed if it comes in, moreso chelsea apparently. (although the informed opinion is that platini will be wary of taking on the russian and "go" for a smaller club to make an example of them).
