Doctors are bound by law but others are not....

There isn't a requirement of candour 'throughout' the NHS. The amendment was for the rest of the NHS to do the same as doctors.

There is no obligation for the NHS to fully inform patients that they may have been harmed following treatment.

In the Lords debate, cases were put forward of families that had fought for years to try to find out how their kids had died and what a battle it is to get to the truth.
