No that won't happen

There is no way on earth that Tunisia (the best African country there) will be seeded.

There would be uproar and completely negates the purpose of seeding.

What they HAVE done in the last couple of tournaments is only have top seeds and then split the rest across groups by region rather than ability.

This ensures that you don't get three south American teams in one group for example.
