Ensure that each one of the confederations represented has at least one seed. Not only to appear to be doing the "right thing" but for the current power brokers at FIFA to ensure future votes.
Four teams, eight groups-so, one seed from the African federation, one from the Asian, one from the CONCAF etc, with the rest from Europe/South America.
