and i'm not sure what they should be used for.

so far i thought they'd only been used by the Norn Irish police force - and i've already disagreed with their use their against rock throwers.

actually there is perhaps one of the August rioters against whom rubber bullets could justifiably have been used, in fact i'd go as far to say live amunition could justifiably have been used. that was the Brummie (i think) rioter that was shown shooting at a police helicopter with a hand gun.
