The fact that he didn't manage to go as far as the Tories are now proposing to do means not a jot - unless we're going to take your reasoning to it's logical conclusion - Thatcher didn't go as far as Blair in actually hading over the running of a hospital to the private sector therefore she is less 'Tory' than Blair(/Brown) ever was...
