I think chileans all *want* to take bribes really, but they feel too scared of being caught, so it's hard to broach the subject.
I was stopped in a car in Argentina once, and first they accused us fo speeding (we weren't), then tried to give us fine for various lights and parts of the car not working (they all were - it was a new car), then just said, "give us 5 dollars to get a couple of beers"
