so, country with lowest number of votes in first round gets eliminated

Russia - say - are worried that when Dutch get eliminated, lots of their votes might switch to England. So we'd become a threat.

So they persuade some of their (ie Russia's) supporters to votes for the Dutch in round 1, so England come last.

Then once England are out, ie in round 2, the supporters switch back to Russia. (Which is what happened.)

Why else would you vote for the Dutch in round 1, but then Russia in round 2?
