A Nation should not be given the WC simply because it hasn't had it before.
It needs to demonstrate it can handle the responsibility.

A nation like russia should be told quite clearly they need to actual make an effort to solve the issues surrounding football in the country before they will even be considered as hosts.
If they are awarded it, its essentially a reward for racism, which will be justified by saying having the WC will make them take action.
Except it won't, it will make them police it very heavily on order to brush the issue under the carpet, from where it will resurface once the WC has left.

Prove you have actually addressed these issues, then we will let you have it.
