Not entirely sure how someone would ascertain whether the person in front of them was paying by cash because they preferred it, or because they don't have a card.

What are you supposed to do? Ask them?

"Scuse me fella, couldn't help but notice you paid by card there. Do you hold a valid UK bank account that provides you with a debit card?"
