Thge club would not be liable if someone falls and injures themselves on the surrounding roads (other than the club car park maybe).
The roads are public highway. The county council would be liable for any injuries although i'm not sure they can be liable for someone slipping on snow and ice unless they have clearly been negligent in terms of not gritting properly.
The roads outside Carrow Road are out of the clubs control. It will depend how much work the county Council do to grit them and then come down to the police's decision i would imagine.
