they do indeed

they have an idea of where they think the grade boundries should be beforehand, but then once the exams have been sat and marked they have grade review meetings and if 0% of candidates get an A pass they'll consider that they've actually written a paper that's too hard and change the boundries - it could possibly happen the other way too...
