Not quite correct

Even on 32 bit, you can install more than 4GB (if your version of Windows allows it - usually server version); but due to dumb & arbitrary restrictions in Windows no individual process will access more than 2GB by default (you can turn on a max of 3GB; but it steals it from the kernel). Still 2GB should be more than enough for home use.

You should be able to install different sizes & speeds of memory; but you'll only get the speed of the slowest. Crucial are very good and as someone else noted, they'll recommend the best type/speed for you.
