that if you PC has an incredible amount of dust its shorting something out as you displaced some huge gobs.
It happened to me a few years ago.
Cleaning out the dust cured the problem.
Normally all it takes is to stop any of the CPU fans from working and the machine wont boot.
Normally it will make some strange bleeps when you hit the power button.
If you dont know what you are doing then the advice is simple, take it to someone who does.
