I think we got swept up into a loan tornado though

we started off with loans to supplement and then added in loans to replace loans that hadn't worked and then added in loans on top of those loans to replace those loans that hadn't worked and forgot to look at what the squad actually needed, and whether the benefits were outweighing the costs.
