well i'm not a city type but from what i can gather

he has the debt at the min, but as soon as he takes over 75% of the red scum he owns the club, there for its assets belong to him, and the bank could take there money back from his assets (red scum) so because he owns red scum the debts are moved to them(and any other companys he buys with the money i presume)
