agree with you, he wanted to nurture Rooney himself, and didn't want him playing 90 minutes every week, so he brought him along to make him into a gem

United blew that out of the water and stuck him straight in at the deep end and let him rip

I think Moyes wanted to hold him back so he could keep growing and not get loads of injuries, and that's what has happened to him

Other obvious examples of that are Owen and Fowler, and in relation to us, Bellamy and Eadie
