I remember a police car driving past me and my mate

and there were literally a group of ten kids out on bikes with no lights at 1am in the morning, and they didn't stop

When my mate then rang the local police station, to say that they had done that, and no sirens were on, or going at speed, they told him it's because they had more important things to do that's why they've driven past
