They are and when they actually want to do something useful...

...they have to wade through a forest of paperwork. I've known coppers who have said to me that on the way to a disturbances like kids throwing stones or drinking or general ASBO stuff they put the blues and twos on so they have a chance to scarper thus preventing pointless paperwork!
