I GIYLF & can't find any mention of cross border loans not counting:-

Cutandpastetastic.....

1)There are basically two types of loan (or temporary transfer, as the FA call them)
a)Short term ? between 29 & 93 days. A player on short term loan cannot be recalled during the first 28 days of the loan. Eight short term loans are permitted during the season; no more than four at any one time. Multiple loan periods for one player must adhere to the 93 day maximum.

b) Long term ? only for players under 23 at the start of the season, it must commence between 1st July and 31st December and run until the end of the season. Players on long term loan cannot be recalled unless their parent club effects a permanent transfer to a third club. A club can have four players on long term loan during the season.

2) Loan players that subsequently transfer to the club do not count against the above limits
3) A club may only name five loan players in a match day squad
4) The receiving club must pay a minimum of 50% of the players wage
5) A club can have a total of four players on loan from any single club
6) No club may loan out more than six players in total

Loans made after the January transfer window are referred to as Emergency loans, but to all intents and purposes are Short Term Loans.

Goalkeepers can be loaned outside these limits at the discretion of the league

And a Premiership club is only allowed a loan player from another Premiership club.
