perhaps the rule is you can only have 5 loans from other english clubs in your matchday squad and no restrictions with regards to overseas loans?

Would make sense as it would stop teams like Chelsea loaning their whole youth team to say Wycombe and them effictevley beccoming Chelsea reserves
