There are teams round here that win their division or finish in a place to

be promoted, but they elect not to be promoted because their next level would probably make them go out of business

So they happilly tick over and stay where they are, players move on to better things, a few stay and are local heros etc

I know are a bit more advanced than that, though I look at Accrington last season where they had 100 season tickets sold, and you wonder down the line where and when support dwindles, and I guess that's with money, and people refusing to pay £15 for 4th tier football
