If Italy/France draw they can only tie on points with Romania.
In that case only games between those 3 teams will count towards tie-breaker (so games against Holland won't matter) UNLESS all 3 teams have identical records against each other.
However all 3 teams CANNOT have identical records against each other since Italy drew 1-1 with Romania and France 0-0. Whatever score Italy and france draw by Italy will have scored 1 more goal than France and finish above them.
If they draw 0-0 France will be bottom whatever Romania do (no goals in games between the 3 teams).
Italy will then be level with Romania so then games against Holland for those 2 teams will count (if Romania do better than losing 3-0 they will go through).
If Italy/France draw 1-1 or more and Romania lose Italy will go through (2 goals at least in games between the 3 teams).
If they draw 1-1 France will be tied with Romania for 3rd/4th so results against Holland for those 2 teams will kick in.
If they draw 2-2 or more and Romania lose then Romania will come bottom.
