well indeed. but there would be rather more drama in that case

so it would be less funny.

(3rd / 4th is actually much more likely too, isn't it? ie would happen if Romania get a point or more. Whereas they have to lose by 4 or more before there could be a penalty shoot-out for 2nd / 3rd I think?)
