So - if the results in the group had been exactly the same, but the games had been played in a different order, (so they hadn't been playing each other as the last game), - then Czech Republic would have gone though.

('cause they had the better qualifying record from the last two tournaments.)

Agree with you that pens is better than that. But the Czechs will feel a bit sore about their luck, if that happens.
