would say someone off (or likely to be off) to commit terrorist acts could not be treated with lethal force.

Remember that the police don't want to kill them. They want the infomation root out those higher up the chain. Otherwise it's like taking a drug dealer of the streets. It's good but doesn't stop the flow.
