At a guess I would say lack of opportunity to socialise with

non-whites from a young age, there was one black kid in my school, and he wasn't even in our year.

As for higher race-related crime? nope, you are probably right, I doubt it is higher. But for purely anecdotal evidence, I have lived in many different places in this country, and I have never encountered racist attitudes to the degree I have in Norfolk and Suffolk.
