But if that is true (and I don't know if it is or not) then why is that the case?

Poorer education? Lack of awareness? Lower ratio's of non-indigenous population? Remoteness?

Are racially aggravated crimes perpetrated by white people higher per capita than the national average in East Anglia? I doubt it.
