I think it stems from when MP3 first became popular

There were a lot of people who should have known better saying that 128 was "cd quality". It's all a load of crap, even 320 isn't cd quality! The vast majority of the population uses those terrible white headphones that come with the iPod anyway so I don't think they are gonna notice/care about lower sound quality. I still think iTunes is a royale rip off though, CDs are much much better value
