Our transfer policy should be to sign players who can do a job for us at a price we can afford, regardless of where they come from. Concentrating on one source at the expense of others will not work. "Players from the lower leagues" brought us Briggs and Heckingbottom for example.
The key thing to remember is that transfers are very hit and miss - so if we have someone doing a job for us, Safri for example, we don't get rid and try to replace.
Edworthy's career before during and after Norwich shows that he is a very capable performer at this level. In the less than 2 seasons since we unnecessarily got rid of him we have tried Louis_jean, Colin, Wright, Fleming, Spillane and now Hughes at right back . None of them has been as good.
