Number 1 is always the boss. Also you don't know if there's a second gunman (on some grassy knoll somewhere ;-)) so first priority is to get him in his bullet-proof limo, and preferably straight to the hospital.
Second would have been James Brady, and third the coppers. They did all seem stable though - even though Brady was actually permanently disabled from the shooting, he was actually moving and communicating at the time. But let's give them a break. The movie is only 3.30 long and it's only about 2 mins between the shooting and the arrival of the ambulance!
I once had a 17-year old kid lose his pulse in my arms (or the arms of our team medic by that time) - no shooting but he had leukaemia, therefore diabetes, and had exercised after crap nutrition - and it took an ambulance more than 15 minutes to get to plantation park in Blofield Heath.
