that would just load the dice even further in favour of clubs bankrolled by mega-millionaires, who could splash out the cash up front rather than having to worry about cash flow from the business itself. Also, transfer fees tend to flow from richer clubs to poorer ones, so reducing them would surely primarily benefit the bigger clubs? And lower transfer fees means more money into players pockets for wages etc. Not sure I'm in favour of that....
