It's been well documented that the primary cause of UK manufacturing inefficiency in the 70s was the lack of investment in plant and r&d by owners. Though we've all been sold the story that it was due to trade union militancy.
The transition to a service based economy was a consequence of the Thatcher regime's obsession with the "enemy within". That was their political project.
There was no plan for the good of the country - just to benefit the Tories and their hanger ons.
