It all depends on the local government, most wrecks in the uk are protected so therefore you cannot fish there. but there is sometimes animosity between divers and fishermen because you find a lot of fisherman ignore the rules, you find bigger and better fish in protected areas so they fish them.

Generally speaking though the local communties work together in that the divers and fishermen have agreements on what you can and cant do and it seems to work out.

Best thing i can suggest is to ask around when you get there. I'm not 100% sure of the laws there. i just know that Europe as a whole has pretty much banned fishing on wrecks. hopefully this helps
