There has to be evidence of tampering. What that evidence is isn't stated.

For example, you don't have to have seen the seam being lifted to know that it has been. The ball should be regularly checked for condition to ensure fairness to both sides.

Offering England a new ball and awarding the runs was correct if they deemed the condition of the ball had been unfairly altered.

Whether it had been unfairly altered is a very different question.
