All cities, including Norwich, have their less desireable areas...(or areas of affordable living for the masses, if you like)
However many of the city centres you mention have undergone huge investment and regeneration in recent years. Certainly none of the city centres you mention can be classed as slums. Have you seen to new Bullring in Birmingham? Nottingham has converted nearly every major delapidated building in the centre into trendy 'city living' or quality student accomodation. Norwich is a fine city indeed, but I wouldn't class it as "by far the best City in the UK by far!" (sic)
