Last Nights BBC On Worl Cup Violence

I watched frankly with horror last night the behaviour of some of the England fans at this years World Cup. What disturbed me most though was not the actual level of violence because I think that compared to the past it was isolated and not that bad, involving mostly singing dodgy songs and chucking plastic chairs.
The worst thing is that I have read alot of comments saying that you see just as bad in our towns and cities on a Friday and Saturday night.
This is so true but why does this country seem to be producing a generation of ill educated offensive drunken muppets in quite large numbers.
You don't get this in other European countries so why does it seem to be tolerated here?
