That kind of circular arrangement would take extraordinary co-ordination

I don't think the prem clubs are (a) capable of it, (b) sufficiently aligned in their interests to want to do it even if they were, and (c) leak-proof enough that it wouldn't get out.

The Man City stuff is very different - certainly not saying that individual clubs aren't willing to do all kinds of nefarious stuff in their own interests.
