I'd maybe be a bit more radical and let each team call one timeout per half so its not a fixed quarter (regular time only, not in the final 10mins)

Rocked by an unexpected sending off? Timeout. Oppo about to take a crucial penalty? Ice them with a timeout.

Etc.

Maybe not for regular games, but we can have a bit of fun with tournaments.
