I'm obviously no lawyer but it seems obvious to me

the CPS believe their is a case and its not the Barristers job to decide if their a case to answer

Their job is to prosecute or defend to the best of their ability

its juries job or magistrates job to decide if the defendant is guilty or not

trivia ...you will never or should not see two Barristers shake hands
