Well someone has to be the highest ranked 'subject expert'

In our case it is presumably Knapper? So a non-expert person has to decide his fate. But even if there was another 'subject expert' above him you'd then have a non-expert deciding that person's fate etc. This must be true everywhere, not just here. Unless the owner is a subject expert themselves (rarely the case) then there must at some level be a subject expert with a non-expert boss.
