I assume they clarify it like that so people can’t say he didn’t mean to handball it which tbf they are still saying anyway!

Yes he deliberately moved his arm and body towards the ball! He’s supposed to not miss time the block and handball it. Otherwise any player could chuck themselves towards the ball on the line and if it hits the hand/arm just say ‘I didn’t mean it guv!’
