For your pecs, yeah, lighter weights and longer sets.
But it's not very likely you've got flabby biceps, right? I know you do bicep weights 'cos you're a bloke and there isn't a bloke alive that lifts weights that doesn't do bicep work. So for those, you want to do short heavy sets, not long light sets.
Also, if you're doing bicep and pec weights, don't forget to do the triceps and shoulder/upper back muscles, otherwise you'll get that hunched-forawrd neanderthal look that the 'roid freaks often get. The "bouncer" body type.
