As you point out, it's not accurate enough for those decisions

I used to work in that field. The new systems are better than they were but are still being used at unrealistic tolerances.

I'm unconvinced that the refs / rules really understand the tech and its limitations.

(you're still looking at around 20cm leeway at best).
